Billie Jo Phipps , 84 , of Leesville , South Carolina passed away June 27, 2016 in Leesville , South Carolina . She was born on September 12, 1931, in Ottawa , West Virginia to the late Samuel S. Plummer and Merlin F. Plummer. She retired as a licensed nurse from Pinecrest Hospital in Beckley, West Virginia. She was of the Protestant faith and loved to cook. She is survived by her companion of 40 years, James D. Lilly, Jr.; five children, Bonnie Kononchuk, Philip Phipps, Mark Phipps (Jan), Jerry Phipps (Janie) and Kim Kincaid (Max Merritt); a step-son, Jeff Lilly (Ann); a brother, Franklin Plummer; seven grandchildren, eight great-grandchildren and one great-great-grandchild. In addition to her parents, she is predeceased by a daughter, Connie Jo Phipps, two brothers and two sisters.
